We presume it is for fire prevention, but don't dare ask that in public or your presumed hostile. The problem we have is only a few years back, this used to be like a rain forest or jungle, now with the thinning of the shade canopy, the mosses that used to cover everything are dying. With exposure to direct sunlight, the ferns are disappearing, being replaced with grasses that are much more flammable.
